Make first and last name field order follow Users display format setting

Description
Hello Redmine developers
In "Register" and "Administration"-"Users"-"New user",
there is only fixed order to input Firstname and Lastname.
I am Japanese, and my name is Seiji KOMATSU, which is written in the English order,
but usually write my name as KOMATSU Seiji in the Eastern order.
People that usually uses the Eastern order is China, Korea, Japanese and Vietnam.
see the 2nd paragraph of "Family name" of http://en.wikipedia.org/wiki/Family_name
So, the current Redmine's user interface is not user-friendly for people which uses the Eastern order.
I wish it would be able to change the order with each languages.

I'm new to Redmine and also the one feeling inconvenience about this.
I experienced this kind of issue on using Scarab before.
I feel it is enough to hold single 'name' field instead of seperatng into two part
because Redmine already has short name like 'gotoh'.

I have implemented a patch for this feature.
It makes the first name / last name input order follow
Setting.user_format:
- if the format is lastname-first, the forms show "Last name" before "First name"
- otherwise, they keep the current firstname-first order
This is applied to:
- Admin user form (
/users/new, /users/:id/edit)
- Self registration form (
/account/register)
- My account form (
/my/account)
It also updates the default column order on the Users list (/users) so "Last name" appears before "First name" when lastname-first format is selected.
- Category changed from UI to I18n
- Target version changed from Candidate for next major release to 7.0.0
Setting the target version to 7.0.0.
- Subject changed from Make first and last name field order follow Users display format to Make first and last name field order follow Users display format setting
- Status changed from New to Closed
- Assignee set to Go MAEDA
- Resolution set to Fixed
Committed the patch in r24422.
