Allow selecting groups in user format custom fields

Description
A custom field of type "User" allows only selection of users, not of user groups.
It would be a useful feature, if we could configure a custom field of type "User" in a way that it allows both, user and user group selection, exactly like the "Assignee" field does.
Most likely this should be an option for the custom field.
Maybe the implementation wouldn't be that much, because the "Assignee" field already has this feature (?).

Here is a patch that extends user format custom fields so that groups can be selected as well as users.
A new "Possible values" option is added to user format custom fields:

Existing custom fields keep working as before. The "Role" option also applies to groups. In issue filters, "<< me >>" also matches the groups the current user belongs to, as in the Assignee filter.
Values that are already saved are kept when the option is changed. For example, if a group was selected and the option is then changed to "Users", the issue still shows that group and can be updated without errors, but the group can no longer be selected for other issues. This is the same as what happens to the Assignee field when "Allow issue assignment to groups" is disabled.

Committed the patch in r25122.
User format custom fields now have a "Possible values" option that lets administrators choose which project members can be selected:
