Description

I think there is some misconfiguration on the web server: the email is send but the codes aren't generated.

I have confirmed the issue. Redmine show 500 error when I attempted to generate backup codes.

In Redmine 4.2, security notifications seem to be sent synchronously, unlike other notifications that are sent later. It triggers a timeout when sending the notification from redmine.org.
I've disabled these notifications and 2FA backup codes are now displayed.

I've opened feature request #39218 to track the request for sending security notifications asynchronously too.
